A rule and its reason are held apart
A node's text states what must hold, except a rule of the technical debt, which describes a problem as it stands (§s-2r7k2aeyusgy6fw). Why it must hold is kept in a separate field of the same node and is not part of the requirement. When a rule is revised, its reason is checked first: a rule whose reason no longer holds is removed, not reworded.
Mixed in one text, a rule is long and a reviewer cannot tell which half is being asserted. And a reason that has stopped holding is the surest sign the rule should go — which nobody sees while the reason is buried inside the requirement.

- Problem
A rule of the technical debt describes a problem as it stands and states nothing that must hold, which this rule did not admit.
- Ruling
Carried from the owner's ruling of the same day on the technical debt (§s-2r7k2aeyusgy6fw): the exception is written here, where the rule it narrows is read.
