Every domain stands at a level

Checkedconfirmed by its owner

Every domain stands at one of the levels the specification's owner lists in the project's own guidelines (§s-bsya3febm6u64ab), from the general to the particular: the smaller a domain's responsibility, the lower its level. A level is always shown as its number and its name together, and its number is its place in that list.

Why

The links between domains give an order but not a place: a domain that uses nothing may be where the others start or stand apart from them, and one that nothing uses may be where they end or stand over them. The level says which.

Problem

The rule listed the levels one project's domains stand at, which another project's domains need not.

Ruling

The owner: the SpecSheriff guidelines keep that every domain stands at a level, from the general to the particular; the list of levels is the project's, in its own guidelines (§s-bsya3febm6u64ab).
