What the specification governs

Checkedconfirmed by its owner

The specification describes the system — its logic, its architecture and everything the system is made of — and governs one process only: how the specification itself is kept, changed and implemented. A rule that tries to govern anything else is dropped, and so is a rule that states the obvious.

Why

A rule governing what nobody here controls decides nothing: an agent that has never read an instruction cannot be stopped by it, however many are written. Duplication and drift are fought by structure — one model, a generated export, links a checker resolves — not by prohibitions. A rule stating the obvious costs a reading and decides nothing either.
