The base specification holds no figure of one instance

Checkedconfirmed by its owner

The base specification holds no figure measured on an instance — a population, a rate, a duration observed there. A threshold a rule needs is stated by the method an instance measures it with, and its value is a setting of the technical appendix.

Why

A figure belongs to the instance it was measured on and to the day it was measured, so every other instance would pass or fail the rule by accident.

Problem

A rule of the writing doctrine forbade numbers measured on a running instance, written to repair rules into which one instance's data had leaked.

Ruling

The owner: in a specification written fresh it is one case of the base being tied to no implementation, and stands beside the rules on technology and on a look.
